I dont know but on the other seger board i am on there are no spammers. When u sign up for a account it takes about a week before u can post. you can still read all the other posts just can not post yourself until after some time passes. That might work here also because the spammers would not wait a week to post something so would move on.

That would be the Seger board that EricV8 is a moderator or admin at. I can't think of the name off hand.
I did register there, and have been approved, but have yet to post.
The reason they have no spam is because they can use manual authorization, or activation, of new members. Each members information is looked at by a real person and they are not activated until the person viewing the information determines that it is most likely not a spammer.
A mistake could be made at some time, but the person can only get one spam in and he's out'a there.
I have zero spam in the railroad rail fan forum I admin because I use the same procedure.
Apparentlly on this forum the moderators aren't allowed to have admin status.
The reason for that is likely because Capitol, who runs this forum, doesn't want too much access to the software out in hands they don't know. An Admin who is bent on trouble could easily hack or destroy the board with the tools he has available.
So, unfortunately, the mods here just have to keep deleting and deleting.
I know from experience that it is not possible to keep it all out all of the time. When you see a spam, just don't open it, don't read the title other than to know it's a spam, and totally ignore it.
It will likely be removed as soon as someone can get to it.
There are three moderators on this forum, and to keep it at zero all the time would require probably around 50. And then those 50 would have to coordinate their schedules so that at least two or three are on the forums at any given time, just monitoring.
Not likely to happen.

The thing is, when they register, they can put in any location and time zone they desire. So can we all.
So in reality, nobody knows where they're from.
The very best way to end the problem is apparently never going to happen.
That would be for Capitol to allow at least one of the moderators to manually approve or disapprove each new member before they can be activated.
That's what they do over at Segernet, and it works very well. That's what I do at my railroad rail fan forum, and it works very well. I get tons of spammers applying, but they never get to spew their poison on the forums.

I became good friends with a couple I met online playing a military game, in fact we all joined a squad together and the husband is a NYPD detective who when someone would start cheating, he was somehow as I never asked, able to find out their location city wise.That way he could pretty much tell if it was same person using a different name every time.Big cities of course was harder to pinpoint but when 1400 players were in the servers at any given time when the game was at its peak,it really didn't take that much time to determine if it was or not.

My motto is: Two can play this game.

So PM the hell out of them and they will leave without doing more damage. More will return, but if we keep PMing them, they'll realize we mean business.
